Knowledge is used for questing(Talk) and in PvP.
In PvP, Knowledge is compared to your opponents speed rating as the composite stat "Hit Bonus", to determine your ability to hit your opponent. The "Hit Bonus" is capped at 20% which is equivalent to ~80 stat points.
